Where do you get the cards?

Cards are normally purchased in either Starter Packs, or Booster Packs. You can also win cards by playing in online leagues and tournaments and by taking advantage of special promotions.

Starter Decks

Starter Decks are ready-to-play pre-constructed decks with all the necessary game elements: site cards, Free Peoples cards, and Shadow cards, as well as Frodo and the One Ring. Starter Decks also include three random rare cards. Starter Decks often feature special cards only available in Starter Decks

Booster Packs

Booster Packs (except for those of the Reflections set) contain 11 cards: 1 rare, 3 uncommon and 7 common cards from one set.

Tournament and League Prizes

When you play in leagues and tournaments you could win Booster packs based on how well you play. These events have a Prize Structure that shows what each winner will get. If a tournament had a Prize Structure of 4-3-2-1*, that would mean 4 Boosters for first place, 3 for second, 2 for third and 1 Booster for everyone else (even the person who finishes last). These events will also say what kind of Boosters you'll win in the Prize Pool information.

Promotions

The Lord Of The Rings Online Trading Card Game often features special promotions for participating in major tournaments, release events, league play or as special thanks for being a customer. Promotional cards, which are often preview versions of not-yet-released cards or special alternate-image cards of great rare cards, can be earned by taking advantage of these promotions. Some promotions can even earn you special physical trading cards!

It's very common to find people trading the cards they get in Starters and Boosters for other cards that they would like to put in their decks, or simply to round out their collection, hence the name, Trading Card Game.
