When a skirmish is cancelled, does anyone win or lose?

When a skirmish is cancelled, it has no winner or loser. This means that nothing that is triggered by winning (or losing) a skirmish, such as the ability of The Witch-King, Lord of the Nazgul, or Ravage the Defeated, can take place.

A skirmish can only be cancelled during that skirmish - it can't be cancelled prior to it starting.

Also, keep in mind that you can never cancel a skirmish involving the Ring-bearer.

When a character in a skirmish is discarded, who wins or loses?

If a character is discarded during a skirmish involving that character, the character is considered to have lost the skirmish. If the character is discarded during a different skirmish, however, the skirmish involving the character that was discarded cannot take place, and so therefore cannot have a winner or loser. So, the trick is to do a different skirmish first, and discard the character during that skirmish, if you'd like to avoid anything triggered by losing it.

Why do some sites have printed numbers on the upper-left and not others? Why do some have sybols associated with that number? Why doesn't "Hobbit Stealth" work when I'm at site 5 on the Return of the King site path?

In the War Of The Ring block, there are no pre-determined site numbers on site cards -- sites can be played in any order. In Fellowship, Tower and King Blocks, each site has a printed Site Number and is always played at a fixed point in the sequence. Each site except those from Fellowship block has a symbol after it, denoting which block the site comes from. Sites from Towers block have a tower symbol after the site number (or above it on the site card itself), while sites from King block have a crown. Sites from Fellowship block are identified by having no symbol.

While all site paths go from site 1 to 9, they aren't sequential between blocks, that is, site 1 in the Towers block site path doesn't follow on from site 9 in the Fellowship block site path. Accordingly, "The Book of Mazarbul" which says "At the start of each fellowship phase when the fellowship is at site 4 or higher ..." does not have any effect on site paths other than from Fellowship block.

This means that card references to sites don't apply to sites on a different site path (the only exception to this is the Towers block card "Held"). For example, "Hobbit Stealth" says "At sites 1 to 5, cancel a skirmish ..." Accordingly, this only applies at sites 1 to 5 on the Fellowship site path (as the sites mentioned have no symbol after them, they are thus referring to Fellowship block sites). "Swiftly and Softly" says "At sites 1T to 5T, cancel a skirmish ..." and thus only applies to sites 1 to 5 on the Towers block site path.

Cards from before the War Of The Rings Block (sets 1-10) that refer to site numbers do not address War Of The Ring Block sites unless the card refers to 'any site 5' or 'any site 2' or if the card asks for the site number of a particular site already in play (i.e. Exert this ally X times where X is the number of the current site).
